EU Digital Services Act Trader Requirements

EU Digital Services Act (DSA)

In order to comply with the EU Digital Services Act (DSA), Adobe must collect additional information from developers who wish to make their listings available in the EU. We will use this information to verify your identity and publish it on your publisher profile and listing detail pages. If you do not provide the required information by February 16, 2025, your listing(s) will be removed from the Adobe add-on/plugin marketplaces in the EU in accordance with the DSA.

If you do not wish to make your listing(s) available in the EU, you can choose to opt out.

Background on the DSA

Articles 30 and 31 of the DSA require Adobe to obtain and publish contact information for all “traders” on our marketplaces who make listings available to EU users. Specifically, Adobe must collect information to help us verify your business, including an email address, phone number, and mailing address for each trader who offers listings in the EU, and publish that information on the trader’s publisher profile and listing detail pages. We will only use the information you provide for the purposes set out in the DSA, i.e., validating your identity and making that information available to EU users navigating your Publisher Profile and listing detail pages.

Required Information

If you wish to make your listing(s) available in the EU, you must provide the DSA compliance information listed below no later than February 16, 2025:

  • Email address associated with your business
  • Phone number associated with your business
  • Mailing address associated with your business
  • Self-certification: During submission, you will be asked to certify that your listing complies with all applicable EU laws and regulations.
  • Adobe will enable all developers to provide a D-U-N-S® number to verify your business.

D-U-N-S is an established business identification system widely used by app stores and online marketplaces to verify trader information. It is available to any business, and obtaining a D-U-N-S number is a no-cost option. You can obtain a D-U-N-S number by visiting https://www.dnb.com/duns/get-a-duns.html.

When Do I Need to Submit This Information?

  • Beginning January 13, 2025, all developers, including those with existing listings and those making new listings available, must provide the required compliance information.
  • Developers can add their details either on the public profile in the Developer Distribution Console (for plugins) or the publisher profile in Express (for add-ons).
  • Beginning February 17, 2025, existing listings whose developers have not provided the required compliance information will be removed from Adobe Express Add-on Marketplace/Plugin Marketplace in Exchange and Creative Cloud Desktop in the EU.

How to Submit DSA Compliance Information?

New Developers

When you create your public profile in the Developer Distribution Console (for plugins) or the publisher profile in Express (for add-ons), which you can access either when submitting your first listing or through the add-on management tab, you must indicate whether you intend to make your listing(s) available in the EU.

  • If you choose to make your listing(s) available in the EU, please select “yes” and provide the required compliance information.
  • If you do not wish to make your listing(s) available in the EU, please select “no.” No further information will be required.

Existing Developers

  • You must indicate whether you intend to make your listing(s) available to users in the EU by adding DSA compliance information to your existing profile.
  • You can edit your profile through the link in the banner at the top of the page in the public profile in Developer Distribution (for plugins) or the publisher profile in Express (for add-ons).

Additional Information

  • Learn more about adding/editing trader details when submitting your plugin to Plugin Marketplace.
  • Learn more about adding/editing trader details while distributing your add-on to Adobe Express Add-on Marketplace.
  • Suppose you have listings in both Plugin Marketplace and Adobe Express Add-on Marketplace. In that case, you can add trader details through either the public profile in Developer Distribution (for plugins) or the publisher profile in Express (for add-ons).

Who qualifies as a "trader" under the DSA?

In the context of Adobe Express add-ons and desktop extensions (CEP and UXP plugin listings) managed through Adobe Developer Distribution, developers who publish their add-ons or listings in the EU region are identified as traders.

What information must developers provide as traders?

What happens to installed plugins before a publisher opts out of providing EU trader information?

If an EU user has installed a plugin from a publisher who later opts out of providing trader information, the plugin will continue to operate and receive updates.

What should I do if I haven't opted for the EUDSA requirements?

You can still enter your trader information if you haven't opted in for the EUDSA requirements. Complying with the regulations and ensuring your apps are visible in the EU are essential.

After I opt in for EUDSA, when will my listings/add-ons reappear in the EU?

Once your publisher profile is approved, your listings/add-ons will be visible again in the EU. The entire process typically takes a few days.
